The driver of the tractor had no licence, was uninsured and did not have permission from the vehicle owner.
North Yorkshire police said the tractor was stopped after it was spotted near Harrogate without lights.
Traffic constable and family liaison officer David Minto said the passengers in the tractor were being carried unsafely.

The 15-year-old and the two other young males were returned to the care of their parents.
All three would be interviewed in due course, said Mr Minto.
