SCOTTISH NFU is calling on the EU to reduce arable overshoot penalties, after a 7.2% scale-back was announced this week.
The 7.8% non-LFA overshoot responsible was caused by a switch from grass to cereals following the beef crisis, says the SNFU.
It is similar, says the SNFU, to the Spanish situation in 1995 when growers, facing a drought, switched from growing vegetables to cereals. Penalties were waived because it was deemed to be beyond farmers control, says cereal convener Douglas Morrison. *
