TOMKINS plan to buy Spillers Milling from the Kerry group for £92m has been referred to the Monopolies & Mergers Commission. Tomkins already owns Rank Hovis, and the six extra mills in the deal would make it the largest miller in the UK, with about 40% of the market. Allied Mills is the current leader, with an estimated 30% share.
